




The motto of the alliance is “plures praesentia per unum”, which is Latin for “the power of many through one.” Much like a group of school children gaining
courage to stand together against the schoolyard bully, each member of the alliance is standing together against the habitual criminal. Although constituting only a
miniscule fraction of the overall population, the habitual criminal, like the schoolyard bully, disproportionately and exponentially creates problems for the overall
population.
In the past, governments and residents have wrongfully and sometimes unlawfully reversed their roles in addressing crime problems. The residents erroneously
looked to the government not only to protect them, but to direct them in what to do. The United Wisdom alliance properly returns the power and rights back into
the hands of the citizens. It is the duty of a republican government to render itself to the will of the people. In this matter, we, the citizens, are taking the proper
role and are empowering the government to remove people from our properties that are unjustly encroaching upon our common interests.
These people are identified as habitual criminals and are not welcome upon any property within the United Wisdom alliance. The habitual criminals will be identified
through their conduct, namely criminal activity, and consequently barred and banned from all of the properties within the alliance. If the criminal is found upon any
of the properties, he/she will be subject to arrest and/or citation for criminal trespass.
Welcome to the United Wisdom, LLC website. Our goal and dedication is
to stimulate economic growth in individual communities through the use of
community policing. Too often, governments and businesses reverse their
roles. It is not law enforcement’s responsibility to identify, address, and
solve all of the crime issues for a business and community. Rather, it is the
role of the community to find a solution and direct law enforcement in the
proper direction to address the issues. The whole beauty in the art of a
republican government is that it renders itself to the will of the people.
Community Policing Defined

Dr. Martin Luther King, Jr. declared on 28 August 1963 as the keynote address of the March on Washington, D.C.,
for Civil Rights, “I have a dream my four little children will one day live in a nation where they will not be judged by
the color of their skin but by the content of their character. I have a dream today!” This program focuses on the
content of a person’s character and is a clear step in fulfilling that dream. Since the common interests of the
businesses and residents are explicably bound, it is only reasonable for those with common interests to implement
common measures against those unjustly encroaching upon the common interests. Thus begets the phrase “common
interests, common measures.”

The Merriam-Webster dictionary defines community as “a group linked by a common policy” and defines the term police as “to… detect and prosecute violations of
rules and regulations.” Therefore, community policing is properly defined as a group linked by a common policy that detects and prosecutes violations of rules and
regulations. United Wisdom, LLC brings businesses together under a common policy. We work with each business to detect violations of the policies and then
direct law enforcement and prosecutors to prosecute the violations of those rules and regulations. Essentially we operate under the belief of common interests,
common measures.

The phrase “common interests, common measures” is the foundation upon which United Wisdom, LLC is built. As explained below, the residents and businesses of
a community share common interests and must face any encroachment upon those interests with common measures. United Wisdom, LLC focuses on the habitual
criminals encroaching upon those interests. There is no time for the romantic illusion that habitual criminals will suddenly change their usual course of conduct.
Action is required in the form of a tactical program designed to perpetuate a change in the habits of these criminals.
In addressing the criminal habits, United Wisdom, LLC is coalescing businesses and residents in a way that has been previously unavailable. In essence, businesses
may voluntarily join an association under the umbrella of United Wisdom, LLC. The association will bar and ban habitual criminals from each property within the
alliance. Once the bar and ban is in effect, law enforcement will be empowered to come onto each property within the alliance and cite and/or arrest for criminal
trespass any banned person found upon the property.
Some may clamor that an alliance cannot ban habitual criminals from its properties. The question begs to reason, why not? Criminal behavior is not a protected
class and private businesses and citizens are free to choose with whom to associate. The United Wisdom alliance represents the power that Victor Hugo referred to
as the most powerful force in the world, “an idea whose time has come.” Extraordinary situations, such as the current climate in many communities, require
extraordinary interposition. Perhaps by a change of circumstances, such as principles other than those of singular governmental intervention, there may be a change
in the determinations of habitual criminals. It is time to lay the matter before this group and declare that they have no right to prey upon our community. We will no
longer persevere in sacrificing the common interests of a large portion of the community to their inordinate desires. We will deal out, equally and impartially, a bar
and ban to any person habitually encroaching upon the common interests and rights of members of the community that have chosen to join the United Wisdom
alliance.
In many communities, residents and businesses alike are harassed and afflicted by the arbitrary acts of a minority of the population, namely habitual criminals.
Such is Topeka, Kansas. It is a wonderful place to live, but the damage inflicted by the habitual criminals to the overall community is real and tangible. In 2005,
there were a total of 9,662 property crimes reported to the Topeka police department. Translated, this means that for every 1,000 people in Topeka during 2005,
79 of them became a victim of property crime. This is substantial. Nationally, businesses lose an average of $10 billion dollars per year through shoplifting alone.
Of course this translates into higher prices at the register. On average, shoplifters are only caught 1 in 48 times they steal. Although the criminal population is small
compared to the general population, the percentage of criminals constituting the lion’s share of crime is even smaller. Out of all the shoplifters in the United States,
approximately 27% are responsible for 85% of all losses to retailers. Simply put, a miniscule portion of the population is responsible for the vast majority of crime.
Remove that identified miniscule portion and you will remove a substantial portion of criminal activity from the community.
Each business has a common interest with all other businesses in that the economic climate of the community is the basis of either failure or success. It is clear
that criminal activity has a negative influence on the economic climate. Likewise, each resident of a community, at least those that are not career criminals, have a
common interest with one another in that their quality of life is affected by the element of crime in their community. From the statistical probability of becoming a
crime victim to the price of goods within the community, each citizen has a common interest that must be faced as a group. Between the two groups, businesses
and residents, there is a reciprocal relationship, which is the tie that binds their common interests. The businesses offer goods and services, which are required for
the survival, enjoyment, and overall quality of life of the city’s residents. In return, the residents support and sustain the businesses through their patronage.
Without one there cannot be the other.
